How do I move Photos on my Mac into Folders on my Mac. I have taken Photos of Receipts and I wish to place them in Folders labelled July 2015 , August 2015 etc.

Where are the Photos now? Are the in the Photos app?
If so:
Do you mean Folders in the Finder?
If so, export them from Photos: File -> Export and put them in the folders you require.
Or folders in the Photos app? In Photos you would put them into Albums called for the various months, rather than folders. You can do this by selecting the images you want to group together and then clicking the + on the toolbar. Adding or creating Albums are among your choices there.

So that's a Folder in the Finder:
Export the. Select them in the Photos window and go File -> Export -> Export unmodified original
Export them to where ever you want them.
When you delete something from a folder, it deletes everywhere.
That's not true. First photos can't be placed in folders. They can be placed in albums and projects. Only albums and other folders can be placed in a folder.
If you select a photo in an album and use only the Delete key the photo will only be removed from that album. It will still be in any other location it was previously in.
However, if you use the Command + Delete key combination to remove a photo from an album it will be moved to the Recently Deleted album where it can be deleted from the library immediately by the user or be deleted after 30 days automatically by Photos.
And remember, we're talking about Photos on a Mac, not an iPhone. You comment has no relevance here.

The original question was how to "move" photos. there's now a bit of dissembling and confusion on what "moving" image files actually means.
It used to mean that when you "moved" a file it would appear in the new location and be removed from the previous location.
There's also the same sort of disappointment in using Photo. When you delete something from a folder, it deletes everywhere. There's not any easy method to manage very important files the way you wish. Your iPhone storage is gobbled up and now longer empty for content creation. This condition is unsuitable for many workflows.
Each Month I get about 10 to 12 Paper Receipts which I wish to keep Copies of on my Mac.
I photograph each receipt using my iPhone so they then appear in "Photos" on my Mac.
I wish to Transfer these "Receipt Photos" from "Photos" into a Folder on my Mac which I will name "Receipts 2015-2016" and then have subfolders named "July, August etc" so I can easily locate same.
How do I do this?
