In Account Info select Purchase History ‘see all.’ Find the purchase in question and click ‘Report a problem.’ Explain your request and why you think you are entitled to a refund. You will receive an email communication from Apple in a day or so with an answer or further request for information.
You don’t say why your account was deleted but if it was for violating terms and conditions you may have to fight it out with the game developer yourself.
