Data is being used as soon as I buy it

Hi, I am on o2 and have had no problems before now. My data ran out last night so I bought some more - this disappeared straight away bearing in mind that all my apps were shut and I was on wi-fi. I have contacted o2 and they said to contact Apple but I am having no luck so far. My texts aren't sending either. Any suggestions? Thanks
