The owner of the Family Sharing account is responsible for all purchases made by anyone in the plan. Purchases will be billed to the family organizer's credit card on record. I remember something about a member could use an iTunes gift card though.

If a member leaves a family plan, they would keep the purchases initiated by them.

Unfortunately, I find the REQUIREMENT that the family organizer's account is solely charged for any purchases by ALL family members prohibitive of joining family sharing. This policy seems rigid and actually ridiculous. Why can't each member of family sharing be charged for their individual purchases? Obviously, numerous other Apple users have also found this policy problematic and prohibitive of using family sharing. Is there any possibility Apple may reconsider and change this policy in the near future?

I have no idea if Apple will ever change the way the Family Sharing plan works. You would have to contact them and I doubt that they will tell you anything.

Best thing to do is find a way to work with it the way it is or find another way to share apps.

Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.
