Q: Apple Pay with US-based credit-card but UK-based SIM card?

I am a US resident and have an unlocked iPhone 6 with which I have successfully added a supported US-backed credit card so that I may use Apple Pay in the States.  If I travel to the UK and swap out my US (AT&T) SIM card for a prepaid UK SIM card, can I retain the region setting in my iPhone 6 to the US enabling me to use Apple Pay while also gaining full advantage of a local (to the UK) SIM account for all the standard operations of the phone (voice, text, iMessage, data, etc.)?

 

On a recent trip to Canada where I obtained a Canadian SIM card (Fido), I think the mobile provider changed my iPhone's region to Canada, but I'm not sure.  If in fact they did (and if it was required to do so to make the SIM operate properly), wouldn't that disable the Apple Pay for my US-based credit card?

 

I'm hopeful this will be a workable combination (or soon).  It would be a boon to US travelers who swap out to local SIM cards when in the UK (and Canada soon when Apple Pay goes live) most of whom do not have a real chip-and-pin credit card since they're currently very scarcely available to the US.
