Q: Photo app albums not syncing completely

How do I get all of my photos that I have saved to albums and faces to upload to my phone from the photo a;;

MacBook Pro, OS X Mavericks (10.9.1)

    enable iCloud Photo Library on all devices and log into iCloud using the same Apple ID on all devices - then all devices will use the same library and every thing will be identical on all - any change made on one will be made on all including additions, deletions and edits
