Did you reset the device or Garageband?
Open the Settings.app, scroll down to the apps section, select "GarageBand", and set the "reset" button to "ON". then restart the iPad or iPhone.

Why repurchase? If you purchased it, you should be able to reinstall from the App Store from your Purchase history. See this help page:

Delete and reinstall the app
- Tap and hold the app until it jiggles.
- Tap the
on the app.
- Press the Home button.
- Go to the App Store and download the app again.
- Wait for the app to download, then open it from the Home screen.
Only, if you just uninstall and reinstall an application, it will remove the documents and data, so you will lose your existing GarageBand projects.
If you want to save your projects, it would be better to make a backup of your device and to restore it from the backup.
