Why can't I quit Safari?

If it will not Quit normally, use Force Quit. To do so:

• Navigate to Finder (or any other open app besides Safari)
• Click the Apple symbol in the upper left of the Display
• Select Force Quit and then select the app that giving you a problem.

I have tried quit in applications. Nothing is working. Not force quit. Nothing. I can't restart the computer because Skype is open. Any suggestions.

You likely have something else going on with the computer that is causing the problem. I recommend that you post an EtreCheckreport of your system. We can then look for obvious issues.
