Whenever I am charging my apple watch for a short time. the watch gets hot... is it the problem with the charging plug or the watch, not sure.

I think the question is how hot. If it is "hot" (uncomfortable to touch) something is wrong. If it is warm, it would be normal. Mine is warm when it is charging at night, in the morning when long since fully charged, it is cool again.

Getting warm is normal when charging the Watch but getting hot is not. If you feel your Watch is getting too hot while charging make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support. Be sure to back up your device before taking or sending it to Apple.
It's heat energy. some of it is converting to heat energy.
