Why can't I download or update apps since updating my software

For updates. Tap the App Store then tap Updates at the bottom of the screen.

If that doesn't help, tap Settings > General > Reset > Reset All Settings then restart your iPad and try updating apps again or downloading a new one.

You would have to tell us what is preventing you from doing so. What is the problem you are encountering when trying to update and install new apps?
