I've done everything to try and upload my photos to icloud. I have an iphone 4s. It was recently updated to the latest version 8.4. I made sure my phone was connected to wi-fi, I made sure my photo stream was on, and I made sure the icloud photo library was on. I sought out FAQs such as Get help using My Photo Stream - Apple Support and iCloud Photo Library FAQ - Apple Support but the problem still persists.
EDIT: Nevermind. Apparently when I looked back at my phone in the icloud photo section it was downloading. Problem has been solved out of the blue.
