Hello there, cegg2015.

It sounds like you are trying to enroll in the Apple Developers Program. The following link explains iTunes Connect and links to a number of helpful resources and contacts for Developers:

iTunes Connect - Support - Apple Developer

iTunes Connect

iTunes Connect is a suite of web-based tools for managing content sold on the iTunes Store, iBooks Store, and the App Store for iPhone, iPad, Mac, and Apple Watch. As a member of the Apple Developer Program, you'll use this tool to manage apps, agreements, tax and banking information, sales reports, and more.

Accessing iTunes Connect

Once you've completed your enrollment in the Apple Developer Program, you can sign in to iTunes Connectwith the Apple ID you used to enroll.

If you're enrolled as an organization, and are the Team Agent (the original enrollee), you can provide access to additional team members by setting up their accounts in iTunes Connect. If you've been invited to join a development team, you do not have access to iTunes Connect by default, and will need to ask your Team Agent to set up an iTunes Connect user account on your behalf.
