Q: can't buy books or apps on phone

I can get free apps and books but can't purchase anything. My account in current and I have funds available so I am not sure what the issue is. I have restarted my computer and phone both checked for updates, synced the phone, all without issue. Not sure what the next step is.

What do you mean by 'can't buy', what happens when you try to buy something ?

If it's free (book or app) I download without a hitch. If there is a fee associated after I type in my password a screen pops up "your purchase could not be completed. For assistance contact iTunes support..."

Have you contacted iTunes Support ? If not then you will need to do so (these are user-to-user forums) :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag
- click on the Contact Support at the bottom of the left-hand column
- click on Contact iTunes Store Support on the right-hand side of the page
- then Purchases, Billing & Redemption
