Not clear what you are trying to do. Install Win7 on VM and have Mavericks as your base system? That is the normal setup. If you mean you want Win7 and Mavericks on the same VM not sure you can do that. The format is different.

If you mean you have a Windows computer running Win 7, and you want to install OS X into a VM on that computer, then no, you can't do it. The VM will not allow you to install OS X as Apple's license requires that the Mac OS be installed on Apple hardware, whether directly or in a VM.
