Weird Error Message - Suspicious

I am using an iPad Air 2 while browsing the web. Suddenly I get an error message saying a third party app has caused iOS to crash. There is a support telephone number given and i am told to call this number immediately to get a fix. The message comes from iOS-errors.com. If you go there you can not get rid of the error message. I cleared all browser history and cookies.

Has anyone seen this before and know what it is?

It is a scam and you did the right thing. It is a phishing attempt and an attempt to coax you into calling and paying for support. You cleared the cache which is good. I would force close Safari completely and then force restart the device as well.

Press the Home button two times quickly. You'll see small previews of your recently used apps. Swipe left to find the app you want to close. Swipe up on the app's preview to close it.

To force restart the device, press and hold both the Sleep/Wake and Home buttons for at least 10 seconds, until you see the Apple logo.
