I see that you are having some issues with your Wi-Fi on your iPhone 4. The following article seems to describe your issue and should be able to help you troubleshoot the issue further:

You’re right, you will need to activate your iPhone in order to perform those troubleshooting steps. Since you will not be able to access Wi-Fi right now, you should activate your iPhone through a cellular data network. If you need further help with activating the iPhone, see the following article:
