First off, try a forced restart:

Force Restart (won't affect settings/data/music/apps/etc)

1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.

2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.

3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.

(I don't expect that it will have any effect, especially if it's a hardware issue but it's at least worth a shot)

If it's a new phone and only 3 months old, it's still under warranty. Take it in to an Apple Store's Genius Bar for a free evaluation and to see if it can be exchanged under warranty for a new device without the screen issues. The type of issue you describe are "hot" pixels (always on) and is usually due to a hardware issue. Apple will determine if the phone can be replaced/repaired because of this issue.

To make things easier on your end in the event that your device is replaced on the spot, make an iTunes backup before heading to the Apple Store.
