Fees around that size are generally related to recurring subscriptions, or it could be for an increase in iCloud storage size. I believe the standard rate to go from 5GB fee to 20GB is that price per month. However, Ralph is correct, the best way to get an answer is to contact iTunes support, and he has provided you the correct method.
