Q: Why are so many loops listed but are greyed out and unavailable?

Running OS 10.10.4, Logic 10.1.1.  In my loops browser, there's tons of stuff listed, but most of it is 'greyed out' and unusable.  I've downloaded everything I can (which took hours), so what gives?  Any help is greatly appreciated.
