My Iphine says it can't aktivate, what can I do?

I have an Iphone 5s. I am really unsure on wich IOS i have... When I wake up to day my Iphone said that a aktivate needed. I have tried to aktivate it many times now, but it just says that it can't aktivate. I have tried to turn it off and on again.
