It sounds like you are able to hear these videos that appear in your feed on Twitter, but cannot see them. To help you troubleshoot the iPad side, aI would start by quitting the Twitter app itself:
Force an app to close in iOS
1. Press the Home button two times quickly. You'll see small previews of your recently used apps.
2. Swipe left to find the app you want to close.
3. Swipe up on the app's preview to close it.
When you have done that restart the device and test the issue again:
iOS: Turning off and on (restarting) and resetting
It may even be necessary to delete and then reinstall the app:
If an app you installed unexpectedly quits, stops responding, or won’t open
- Tap and hold the app until it jiggles.
- Tap the

- Press the Home button.
- Go to the App Store and download the app again.
- Wait for the app to download, then open it from the Home screen.
