Is it possible to find out the baseband etc before activation

I've bought an iPhones 4s which is currently network locked and I don't have the correct SIM card. It has been restored and needs activating but obviously that isn't possible. What I want to know is, is it possible to find out baseband, iOS version etc without having the phone activated
