Exclamation Point on OneNote App Icon

There is a white exclamation point with a blue background in the corner of my OneNote app icon. What does this mean?

I had a strange experience when trying to upgrade OneNote after getting the blue badge with white ! on the icon. The upgrade started and App store requested my Apple ID password, however, the App store wouldn't accept my password although it was still valid on iCloud. I changed my password, but then the App store required me to re-enter both my credit card security number and the card's expiration date - but not the card number. I called Apple and asked why I needed to re-enter the credit card information and was told to talk to Microsoft.

After speaking and chatting with 4 Microsoft representatives I was told that the blue badge with white ! meant you should upgrade to OneNote 2016 - but they had no idea why the App store was requesting re-enter of credit card information. I then tried purchasing another free app on the Apple store and received the same request for credit card information. I think I was connected to a poor Apple representative who couldn't confirm that changing your Apple ID password forces re-enter of some credit card information.

I was able to download the OneNote App after re-entering the credit card information. The App is working properly and has a version number of 2.14.1(150718). I'm not sure about the version number of the previous OneNote app. The strange part of this experience is that I'm very confident of the original password that was rejected by the App store while I was trying to upgrade the OneNote App. I'm confident of this password because of recent purchases before the OneNote upgrade.

Do you know whether changing your Apple ID password forces re-entry of credit card security code and expiration date?

One final remark - I was upgrading the iPad iOS version of OneNote.
