How do I validate my apple ID on the US store?

I need to download a free app for my account with an appointment program I have. But when I go to download it, itunes says it needs to transfer me to the US Store. Once it does that, it says my apple ID isn't validated for the US store so I still cannot download it. How do I validate my apple ID to work on the US store?
