Problem with access to iCloud.com

I followed all instructions to be able to access iCloud.com but not succeed ((( what am I doing wrong??

ios 8.4

all the time when I typed www.icloud.com I was redirected to https://www.icloud.com/ipad_welcome/ and the same welcome to set iCloud on this device.(((

i did it already 1000000 of times but I still can find a way to acces to iClou.com and have a look what do I have there. (I never did it before)

whats the mater??? what am I doing wrong?

iPad (4th gen) Wi-Fi, iOS 8.4

You can't log in at iCloud.com from an iOS device. It only works on a computer.

so if I don't have Mac it means I can't use iCloud, icloud Drive? Or it's possible to access there with just pc (windows)?

and if I don't have any personal computer I can't use it at all? Or it still can back up all my info?

Look under Settings to set up iCloud and all of the options.
