I can't seem to download the new iTunes because I don't have the new windows, is there any other way I can download it for my windows xp?
The last version of iTunes to support Windows XP SP3 and Vista was 12.1.2.27.

I have the an old version of iTunes but with that I can't sync my iPhone because I don't have the latest version updated.
Exactly which version of iTunes do you have?
What version of iOS is your iPhone running?
Have you enabled iCloud Music Library?

I can't do anything on iTunes because it keeps telling me I need the latest version of itunes but since I have a windows Xp I can't download the latest version. For the latest version you need a windows 7
Try one of these:
The first should support iOS 8.x, the last is the last version to support Windows XP. Neither version supports Apple Music or iCloud Music Library so if you've enabled the trial of Apple Music you need to turn off iCloud Music Library on the device before attempting to sync with iTunes.

The blue text entries in my previous post are direct links to Apple's secure servers. Both items should be compatible with your version of Windows. Neither should check your OS before permitting a download.

So what build of Windows are you running? If you are pre-SP3 there should still be a standalone updater for that. E.g. http://www.microsoft.com/en-us/download/details.aspx?id=24

Apple released this version specifically for Windows XP and Vista in order to provide support for newer devices and comes with support for iOS 9.

The only workaround is to move your library and iOS device backup to a computer running Windows 7 or later, so that you can run iTunes 12.5.1 or later. See Move your iTunes library to a new computer.
