I let my 3 year old twins play on my ipad but they keep turning off the wifi and my data usage gets used up. How do I restrict or block them from turning it off. They do it by the drop down/slide up shortcut window not the actual setting app

Apple's Restrictions does not have a settings for turning Wi-Fi off or on.

The iPad being an expensive investment, you may want to monitor their time while using the device regardless.
If they use a single app setting up guided access may be an option. Guided access is uunder settings>general > accessibility > learning. I just checked and I was not able to get the control center to come up with guided access on, so they shouldn't be able to turn off wifi with guided access on.
