anyone having issues with Google fiber base service and lagging and dropping streaming channel , running 720 p . Google runs at 4.25 MPS to 5MBPS

Did you verify connection via speedtest? 4-5mbps is not really sufficient to stream HD content
Make sure DNS is set to auto (settings - general - network)
If on wifi try Ethernet
Typical 720P needs about 6mbps while 1080P needs 10mbps. Your connection is not fast enough.
Sounds more like adsl speeds than fiber
