iTunes freezing after about 15 seconds

I am running the latest version of iTunes for Windows on a 64-bit Windows 8.1 system. Ever since the latest update my iTunes freezes completely after about 15 seconds of operation. I have uninstalled/reinstalled the program once. I also uninstalled EVERYTHING Apple-related (per a suggestion on another thread) and then reinstalled. I still have the problem.

Suggestions?
