If I lost my iPad, am I the only one who can remotely lock the device? Or does Apple have some sort of ability to wipe my device without any of my passwords or permissions?

I don't think that Apple could preform the remote wipe or lock. However, if find my iPhone was installed in the iPad before it was lost you can remotely wipe and or lock the device.
Only you can do it and you must have enabled "Find My.." BEFORE you lost the iPad.
So even if I gave Apple the serial number of my iPad there is nothing they could do? Only I have the power to wipe my own iPad even if it has gone missing?
yes that is correct, it would not be legal for them to do otherwise
