Only the carrier it is locked to can authorize unlocking it. Contact them.

It's a really bad idea to post your IMEI number - it's a security risk - and I've asked the Hosts to remove it.

If by 'locked' you mean working with only one carrier (service provider) then as said above only they can unlock it.

If by 'locked' you mean it's asking for the password to an Apple ID which is not yours in order to activate it, then only the person who set that lock can unlock it. There is no other way round that: no-one else can unlock it for you.

If you cannot contact the previous owner to get him to unlock it then I'm afraid the phone is permanently useless.

Without the previous owners password, the phone is of no use to you. Even Apple will not unlock it for you. It is Activation Lock, a security measure against theft.
