Q: Why cant I buy movies from itunes when we have credit in our account

We have 7 devices and if one person buys a movie it doesnt show up that it is purchased and downloaded on other devices.

We use Family sharing but it doesnt transfer.

Also, why cant I buy movies from my apple mac?? it says "could not be purchased at this time"
