WHEN EVER I INSTALL FREE APP FROM APPLE APP STORE, 60/- INR DEDUCTED FROM MY DEBIT CARD. THIS HAPPENED 3 TIMES IN LAST 12 HOURS. WHY IT IS CHARGING 60/- RUPEES ?? IS IT REFUNDABLE ??

Whenever you update your payment method in the App Store, a hold is placed on your card for a small amount of money (equivalent of $1 USD, generally). Once the payment method is verified, the hold is removed. If it is not, contact the iTunes Store Support team. See the Contact Us link at the bottom right of ever page.
