i can't open safari it's saying there is a security breach. I've turned off my iPad but it still keeps popping up what can I do

I'd try another browser. Try chrome.
Try going in to settings> safari> advanced> remove all website data. this will remove all cookies and data and will hopefully allow you to return to using safari.
