Welcome to the Apple Support Communities!
I understand that you noticed, after the most recent iOS update, that the neither the light or the rear facing camera on your iPhone no longer function as expected. It appears like you have already tried some great troubleshooting steps as well.
The attached article below gives a few steps to try and resolve this situation, but it seems like the steps you completed surpass what is suggested. However, I would still suggest working through the steps to ensure all relevant troubleshooting has been completed and if necessary, you may need to follow the instructions in step 4 and take your iPhone into an Apple Retail Store or Authorized Service Provider.

You see a closed lens or black screen
If you see a closed lens or black screen when you open the Camera app, try these steps:
- Make sure that there’s nothing blocking the camera lens. If you’re using a case, try removing it.
- Force the app to close, then open the Camera app again.
- Restart your device, then open the Camera app again.
- If your device has a front and rear camera, try both cameras by tapping
(camera swap icon). If you see the closed lens or black screen on only one camera, take your device to an Apple Retail Store or Authorized Service Provider for more help.
Best regards
