Q: iCloud Storage full but it's not.

I Have iPhone 5 running ios 8.4 using iCloud, i have only my iPad's backup there and its size only 420mb. But my iCloud said that i have only 1,2gb storage available. I've tried to log out and then log in but it still the same condition. What's wrong with my iCloud?

I see you are expecting more than 1.2 GB to be available in your iCloud storage. You can use the information in the following article to find all the information stored in the Cloud and taking up your iCloud storage space.
