Files are dotted cloud on iCloud

I am logged into iCloud on two iMacs. 1 iMac has two user accounts that are logged into the same iCloud. When I put files or save files onto the iCloud they seem to always have the dotted cloud icon next to them. Then they don't show up for the other user to access.

How can I get rid of this dotted cloud icon so that the files are accessible?
