setting up an iphone 4s for my daughter

my wife has purchased an new iphone 5s and we have decided to give my daughter the old iphone 4s with a new sim card. She is 11 years old. I have been trying for two days now to set this up using family sharing to allow her to share my Apple ID. I seem to be nearly there but the server keeps crashing at the end and starts the process over again. Each time it asks me to create a new apple id for her. Ive been through at least 3 now and we are entering silly name territory.

Am i missng something obvious.

Apple products are fantastic, but crikey they do no how to make things difficuly and frustrating.

1. she already had an apple id using a gmail, why will this not work. She uses this on her ipad.

2. Having created a few new apple IDs for her, why will it not recognise these when I start over

3. Having changed my App store paymenty method to a credit card to prove I am an adult, will I have the option to change this back.

4. Should I just lie about her age and make her 13 years old? Will this cause complications

Mac OS X (10.7), iPad, I phone

The following may or may not help, but I can't tell for certain what it is that you have already done.

First do the following to remove your wife's data and information from the phone: What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support

Then you should be able to set up the phone as new, using your daughter's existing Gmail Apple ID (use "Sign In with your Apple ID" rather than "Create a Free Apple ID" when you get to that step): Get started with iPhone, iPad, and iPod touch - Apple Support

Then use the following instructions for setting up a family group: Set up Family Sharing - Apple Support
