After speaking with Apple engineers, I have found the answer to this. This is expected behavior. The music saved for offline play from Apple Music is DRM protected, which protects copyright infringement etc, and technically is not owned by the user. Therefore the option to share the music with 3rd party services(such as the Nike app) is not available. It is a weak situation, since we do pay for the Apple Music service, but if you stopped paying the subscription, the offline music would no longer be accessible. It is that connection to the subscription information that stops the Nike app from accessing the offline music, because the Nike app does not contain the subscription information necessary to access the offline music. I recommend making your voice heard on the subject on apple.com/feedback and hopefully the Apple developers will build in a connection to third party apps on the device that access the Apple Music subscription.

In NRC app when you select Apple Music you can select the public suggested playlists or one of your own playlists. From what I understand the selected public lists are in cloud and requires a cellular connection (please correct me if I'm wrong)

The way you can guarantee offline listening is to go into Music app and find the Speed Run or JUst do it Sunday playlist and save it as a downloaded playlist. Then from in the NRC app this time select the downloaded playlist. You have to scroll down to the bottom.

I guess the only downside is the extra step and any refreshed songs (if they change) would have to be re-downloaded.

Happy running!

Hello, Karim.

It's not impossible (maybe it was at some time in the past, but not now). What I do is the following. In the Nike+ app, when you select to Begin Run, you're taken to the Run Setup page. There, under the Music setting, select No Music. Press your home button to leave the Nike+ app, then open the Music app. Find your playlist and start playing it (you can even use shuffle, if you desire). Then press your home button and go back to the Nike+ app. You should be back at the run setup page where you can click Start to begin. All the audio announcements/cheers will still play over your music and, as usual, it will lower the volume of your music for the duration of the announcement/cheer so you can hear it.

It's not as nice as having direct access to the playlist within the app, but it does the job just fine (for me). Hopefully, Apple can get this sort of usage worked out (as koreyfromor described above). I hope this helps!
