In Excel one can use the N("this is a note to self") to add a user note/comment buried into the formula line. I have found the Insert -> Comment, but would rather have my note added into the formula itself incase of exporting to excel.

In my tests, comments inserted into a Numbers cell export as expected to Excel.
Note that in both Numbers and Excel, a comment is added to a cell. It is not "buried into the formula line." But it provides easy reference when you visit a cell containing a formula and want to consult your notes on that formula.
