Thank you for using Apple Support Communities.
When you state both playlists and CD music are not making it to your iPhone I wonder if iCloud Music Library is enabled on the phone.
Check your Apple Music library settings - Apple Support
To see your music library on all of your devices, check these settings on your iPhone, iPad, iPod touch, Mac, or PC.
With your Apple Music membership, you can access your music library on your devices. When you sign in to Apple Music on any of your devices, you can see your library in My Music.
Your music library includes:
- songs, albums, and playlists that you added from the Apple Music catalog;
- music that you bought from iTunes; and
- music from other sources in iTunes on your Mac or PC, including CDs that you ripped and music that you created yourself.
Sign in to Apple Music and turn on iCloud Music Library
To add music to your library, you must have an active Apple Music membership and turn on iCloud Music Library.
On your iPhone, iPad, or iPod touch:
- In the Apple Music app, tap the profile icon and sign in with the same Apple ID and password that you use for your Apple Music membership.
- In Settings > Music, turn on iCloud Music Library.
- If you already have music on your device, you'll be asked if you want to Merge or Replace the music. Choose Merge to add the songs currently on your device to your library.* If you select Replace, the music on your device is replaced with your Apple Music library.
