Q: icloud music library not syncing

I have all my music and playlists on my computer and trying to have that sync to my iPhone 6. I have enabled "iCloud Music Library" on my phone. When I go under Music and go to my playlists, only a few songs appear in each playlist. It will not sync up all my songs within the playlists. I hooked my phone up to my computer via USB, and when you go to "Music" a message says that iCloud Music Library is on. Am I missing something or doing something wrong?? I even tried to "Disable" the "iCloud Music Library" on my phone, hard reboot my phone and then go back into Settings and try and "Enable", but it does the same thing. All the playlists seem to be there, but there are only a handful of songs in each playlist. Thanks in advance for any help!

I have an iMac, 27", Running OS X Yosemite, version 10.10.4, iTunes version 12.2.1.16

I have an iPhone 6 running on the latest software upgrades.
