You can put a circle around text in a Keynote presentation by adding a circle shape. See this help page - Add and edit shapes - Keynote Help


Note that for the text to be visible it would have to either be on top of the circle or there would have to be no color filling the circle. You can edit the circle's characteristics - again see that help page.
