On my old Motorola flip phone, there was a place to add an In Case of Emergency contact. With my iPhone 5s, you have to first get into the phone, but there is still no place to put an ICE contact. I have put ICE next to a couple of friends numbers, but that is the only way anyone would know who to call.
Why is there not a feature like this on the new phones?

If you are using iOS 8, open your Health app and at the bottom select Medical ID. You can list emergency contacts, blood type, etc. Make sure Show When Locked is on.
Now when on the lock screen and someone slides to unlock they can click Emergency and select Medical ID.

Here is another option. It makes it fairly easy to add text to your lock screen background photo.
