Lock icon on DCIM files.

I am tech support. I have a user with an iPhone 6,
Model A1549. In the DCIM folder, the icon for each picture is a lock.
Additionally, the person can't copy/move those pictures from the iPhone to a
laptop. I presume because of the lock icon, the pictures can't be
copied/moved.

Two items my manager suggested: Does the person have
Restrictions turned on? Did the user copy the pictures from iTunes?

What do you think I should do to fix the problem; lock
icon on DCIM files ?

iPhone 6, iOS 8.3

Autoplay is not realistic. Most companies have Autoplay off on the computers. Additionally, we use explorer every day to move pictures from iPhones to laptops. In this case it won't work because of the lock. Please explain the lock. The lock icon is the question.

Good try. I like the content you provided but it is not applicable to this question....Strike.

I'm guessing since you mention Explorer, that you are referring to a Windows computer. If this is the case, if the pictures were from iTunes, they would not appear in the DCIM folder. The icon that is appearing has to do with Windows, no the phone. Restrictions on the phone should not have anything to do with what appears in Explorer. Actually, what Lawrence suggested is good, even if you don't use AutoPlay. When opening Explorer, instead of opening the phone and looking at the DCIM folder, right-click on the phone and select Import photos. That will default to the Windows Import utility and if there is an issue, it should generate an error message that may help explain the different icon.

I Have this problem too, but I am using an iPhone 5s transferring to my husbands MacBook Pro. This problem has nothing to do with windows. Trying to import my pictures Ike I normally do on my computer (photos) caused his iPhoto to crash three times. Tryinh to imply with image capture shows padlocks on all the photos. The only thing I could think of is because my photos are maximized to the cloud, but that shouldn't affect because the 121 picture I want are still resident on the phone. Any ideas?
