What do you mean you need to assign it? If you want to change carriers, you need to make sure your device is not locked to a particular carrier, then establish an account with the new carrier. Insert their SIM in the phone and Activate it.
AS long as the carrier supports the right network for the iPhone (you haven't described your iPhone, the country you are relocating to, or the carrier so we can't offer much more insight), it should be simple: Open an account with the new carrier, purchase a SIM card, and insert the SIM card into your iPhone. The carrier might offer some instructions for activating, but it might not even be necessary, you should be able to simply swap SIM cards. I have done this regularly travelling between Canada, Europe, and the US.
So:
Get an account with new carrier
Buy new SIM (might be included when you get a new account)
Insert SIM.
Normally a reboot of the phone (and maybe a couple of hours or so) and you'll be on the new Carrier.
