Lost iphone and need to erase, no connection to icloud, help! Out of country..

My iphone was stolen in berlin I've had the hardest time already just trying to re order a replacement let alone erase my iphone. I have no way of communication besides wifi, on a tablet that isn't compatible with apple products and services.

I n=d help bad as I'm sure it's in the wrong hands already.

can't do chat because I don't know my serial number to my lost phone. Someone have any info or sense of direction that I can get assitance?
