I Have not called the police yet I have locked it thru the fine my iPhone app so it sent a message to the iPad so whoever has it will see the message saying it is locked and to call me and if they don't cops will be called and charges will be pressed. But when I do report it to police it will be Henrico county

If it does, I would hope this is "only" a very serious bug and will be addressed by Apple as it certainly wouldn't make me feel that my iPad is safe while locked if stolen or lost.
There's one sure way to find out. Try it. If it does show your contact info I'm sure there's a simple way to rectify the problem.
I think it's agreat idea that if more people knew about would result in the return of many lost iPads.
Well, I'm not that trusting - I believe it would result in more people "gaining" an iPad free of charge if it was stolen (after all, why else would a thief steal it??).
And, yes, I tried (holding down Home Button and asking Siri who own this iPad) - no response whatsoever (which is a very good thing since I don't have Siri enabled and "me" is a contact called "AAAAAAAAAA". Enabling Siri did not change anything: Siri did not respond when asked who owns this iPad while locked. Asking Siri after it was unlocked produced her reply that it was owned by AAAAAAAAA.
So, at least on mine it does not work, which makes me feel much better!
If I am careless enough to lose it, it's my fault - sorry, but how do you "lose" an 8 x 10 " object that weighs about a pound? And no, if I am that careless, I wouldn't assume to see it again. If it is stolen, then I hope it implodes when the thief tries to do anything with it.
I lost mine by leaving it in the seat back pocket on a plane, No report of airline finding it but perhaps my seat companion noticed it, I was in the aisle so first off.and I guess he could have taken it.
You can disable "Hey Siri" completely in general settings, and you can disable Siri from the lock screen under the passcode security settings panel. I have done so - If I loose my iPhone or either iPad I do NOT want someone knowing who I am or being able to find out where I live or how to contact me. Yes, I suppose some would call me cynical, but I think having a device that will identify you to just anyone who asks it is a potentially dangerous thing to have lost out in the world somewhere.
I use fingerprint lock, as well as a 12 character strong passcode, and have the self destruct feature enabled after 10 failed passcode attempts. Activation lock and the lock screen should keep my identity and my data secure. If I loose my devices I'm more concerned about protecting my identity and my information than I am about ever getting the device itself back.

Ask Siri "Who owns this iPad ?" If the person filled out their contact info correctly Siri will tell you.
Supposing, of course, that the device isn't locked and access to SIRI is available….

At which police station did you file a lost property report ?
Hopefully the OP will see your response and if he found it in that area will reply. Remember it's a big world out there and this thread was started last month.
