Can’t transfer photos from computer to iPhone

I when I sync my iPhone 5s the photos only go one way – from the iPhone to my PC.

“iCloud Photos” on my PC has three folders – “MyPhoto Stream”, Shared and Uploads, but on my iPhone there is only “All Photos” inside Albums.

If I go to the Photos folder in iTunes it just says “iCloud Photos is On”. There is no option to choose a folder to sync from.

If I navigate to my iPhone’s DCIM folder using Windows Explorer then I can copy photos to my PC, but not to my iPhone.

I’m using iOS 8.4 and Windows 7, and I’m getting a bit frustrated. Any suggestions as to what I’m doing wrong?

iTunes Photo sync is designed to be one-way (from a computer to the iPhone). Each time you sync it will set the non-Camera Roll photos on the phone to match the current settings on the Photos page of iTunes by adding or deleting photos on the phone as needed to match.

If on the phone you turn on Settings > iCloud > Photos > iCloud Photo Library then you can no longer sync photos to the phone from a computer by using iTunes.

Manually copying photos from a computer to the phone (i.e. via Explorer) has never been supported.

If you have iCloud Photo Library turned on (as you do) then you can go to https://www.icloud.com/ and click on Photos and then click Upload at the top of the screen to upload photos to your computer. Once the photos have uploaded they will automatically download to the iPhone.
