How to sync music onto my IPhone

I can't seem to sync my music on my computer to my iPhone 5S. I'm running the latest software and I'm not using a Mac (if it makes a difference). When I plug my iPhone into my laptop, head to iTunes and click on my iPhone (in the top left corner of the screen), the following happens:

After clicking 'music' under the 'settings tab', the page says 'ITunes Match is On' and underneath it says '____'s iPhone can access music in ICloud. Songs can be downloaded and played via Wif-Fi network or a mobile network'. There is a check box underneath saying 'Sync voice memos'.

After heading back to the actual iTunes music library on my computer (and leaving the IPhone settings and on my device page) I'm prompted to sync what's on my IPhone so I did so. However, this only synced what's on my iPhone to my computer. I want to sync what's on my computer to my iPhone. Please help. I've been trying to sort this problem out since mid June. Many thanks.

Thanks for participating in the Apple Support Communities.

It sounds like you want to sync music from your computer to your iPhone.

Since you have iTunes Match turned on, you can't sync music from iTunes as mentioned in iTunes Match on iPhone, iPad, or iPod touch:

Syncing music with iTunes will be disabled while iTunes Match is enabled on your iOS device.

See iTunes Match on iPhone, iPad, or iPod touch for more help with accessing your music through iTunes Match.

If you'd like to sync music from iTunes on your computer to your iPhone, turn off iTunes Match by going to Settings > Music and then follow the steps in Sync your iPhone, iPad, and iPod with iTunes using USB.

Any ideas why I can't sync new music, artwork and playlist changes to my iPod Touch, even though I don't even have iTunes Match enabled?
